Not a bug. The testdisk package includes qphotorec, which needs qt.

Okay, thanks. But don't you think, then, that qphotorec could be a separate package?

No. Testdisk's developer puts it in the same source tarball and builds it along with everything else. This is not debian/ubuntu. We don't split stuff into a million different packages.
