I installed the latest version of skype- 8.11.0.4.
Now after login skype obnoxiously pops-up unwanted and uncalled.

Go to Tools -> Settings -> startup and close. Move to left "automatically start skype" and "On close keep skype running"

That was easy. Should have known. Was not my day today.
Actually it did not work. Skype being obnoxious on next login
was back and in startup enabled.
The right thing is in skype setting:
skype>Tools>Settings>Automatically start Skype
disable it.

The fact that that is the default tells you something about the application you are using.
