Maybe you would like to try Slackel, which is Salckware current + Salix tools + latest KDE.

It may or may not. If someone takes the time to build it (as it happened with Xfce 4.10 for example), then you can have it. But don't expect to automagically have a new package available or a new Salix ISO for each new release of each DE. That's why I suggested Slackel, if you really need to have the latest KDE, but keep in mind that Slackel is following Slackware current, as oppose to Salix, following the stable releases of Slackware, currently version 13.37.

Please note that I'm NOT saying that there isn't currently any way to update KDE. I just don't follow it closely, so I don't know.

No, Stable Salix only upggrades its official repository packages in case of a security fix or a major bug fix, never for the sole reason of a newer version.
Indeed Slackel would be more appropriate if you want the latest (but less stable) packages. It is based on Slackware but incorporates Salix convenient system utilities.
