The release notes for slackware 14 state that the packaging tools have been upgraded . Will slapt-get be compatible with these new changes? Or would it be prudent to wait for an update?

No need to worry. Nothing much changed really. Everything is already compatible, just as it was before.

But if you're asking if you should upgrade to 14.0 now, you'd better wait until there is a salix 14.0 release with your preferred DE available. Otherwise you might find a lot of salix package are still missing.
