Wiki guidelines ?

I`ve just added some stuff to wiki and changed a bit some older articles. I would like to know who is in charge of documentation and what are the guidelines? I mean what if someone wants to change the category or add a new one, etc. Is he free to go or needs to consult the person in charge?
