The way I handle suspend in Mate (and with most standalone window managers) is with acpid. My laptop's suspend keys aren't ACPI hotkeys, but the power button is; so I just set the power button to suspend the machine. That way I can lock the screen, hit the button, and bam, it suspends while the screen is locked.
