I'm not well-placed to understand the technicalities, but it sounds like a great step forward. I don't think it's open source, but once the idea's out there, someone will copy it!
I have Wenlin and will probably get the upgrade, which uses this.

to me, this looks more like a sino-centric approach. And as far as I know, encoding itself is not posing any problems in cjk languages.
as for im engines, occ team and others are working on chinese, mozc is pretty good for japanese (as anthy is dead), and libhangul is, i believe, sufficient for hangul speakers. And at the end, I don't know if any further enhancement in chinese rendering and etc are useful to all.
as for japanese, we are eternally condemned for not being able to write Chinese characters properly...
And the way we draw characters are sometimes different from how they do in China.
