Can't switch the Keyboard Layout (Alt+Shift)

Since I have upgraded Salix, Alt+Shit does nothing.

I get nothing for Hebrew:

How do I get Alt-Shift to work with Xfce without the need of xfce4-xkb-plugin nor xfce4-keyboard-settings ?

Just run the keyboard configuration tool and select the il keymap.

I already done it, but Alt+Shift still won't work.

P.s. I have played with the "keyboard model" in the hope to get Alt+Shift to work.

I have selected: qwerty & gr (Pressed OK)
Then I went back to the keyboard configuration tool in the system menu and changed back to qwerty & il

Work.
