You're not yet in Distrowatch as of this writing. I hope you don't mind that I emailed Mr. Ladislav Bodnar that Salix 13.1 Final is up and ready for download.
I myself am downloading this official release and will give it one more spin one of these days.

That is quite normal actually, Ladislav & his team probably have plenty on their hand & it is expected to have a certain delay between the time of our official release & the relay of it by major Linux news players.
What really matters is where you are going, not where you come from.
I'm downloading from the torrent now (5 peers) and it's as fast as direct download (which I tried because the torrent took a while to get going). I suppose being a couple of hours behind the very first downloaders/seeders is enough to make it speed up.
I hope this doesn't mean that all the time the developers have spent helping with my queries on 13.0 was wasted
... because 13.0 is now The Past, and scarcely anyone will download it any more. However, to judge from the downloads page, on the one hand there is not yet a 13.1 Live, and on the other hand it looks as if you have got rid of the basically Slackware installer of 13.0 non-live and used an improved version of the 13.0 Live installer instead. Maybe it will be able to cope with some quite exotic partition arrangements .
