Yes, but that's true only from a higher level and certain parts of distributions. If you digg deep enough in the abstractions of modern software, they're almost no differences. Now knowing about those lower levels and keeping their impact in one's mind, allows one to pretty easily transfer instructions/documentation for any distribution.

That's what I've generally found. However, you might get in trouble by blindly following instructions like a recipe. So I suppose I was just adding a caveat: use judiciously.
