I tried it in VNC at my home
Search in the categories combobox, the last item will modify the window to a file selection window.

Yes, you can:
Launch it, open the icon dialog by pressing the "No icon"-button and select "Image Files" as the icon source in the dropdown menu. Now you can choose a path.
