Does a file /lib/udev/rules.d/80-libsane.rules exists?
Is your device listed in it?
If the file exists and your device is not listed, you could tentatively add an additional ATTRS line. The Vendor-ID (0x03f0) in combination with the Product-ID (0x2d12) is unknown. The file contents are otherwise created through description files, but for a test, it'll be all right.

On a fresh install of Salix64 14.1 BASIC and had not problem detecting my Cannon Lide 200 scanner. Right after the first boot , all I did is install Xsane. It did pull in several packages as dependencies. Once they installed , I plug in my scanner and then starter xsane. Detected the scanner without problems.

sane-find-scanner has seen the scanner as a USB device:

just as it did at your first attempt.
Perhaps the installation of hplib has called
/usr/bin/hp-setup and this could have made then any adjustments.
Just out of interest, to check what's happened, I still ask:
Does the installation add a configuration file for HP devices in directory
/etc/sane.d?
Was also
/lib/udev/rules.d/80-libsane.rules updated and have been configuration files stored for the HP product in
~/.sane/xsane?

A Google search shows that it's a common problem and the answer is to install hplip. hplip provides the needed driver allowing sane to recognized the hp scanner.

Hello laprjns,
in my Salix system with Full installation, "hplip" is installed, although I do not own HP products. I do not know how it happened. Unfortunately, I don't know of a way to see or check dependencies with "gslapt", when a package is already installed. Therefore, I do not know if perhaps "hplip" was installed by package SANE or otherwise.

I don't have a printer at all . I did a full install of Salix openbox version .
I think hplip is installed .
