AFAIK the Windows OEM licenses sold at Amazon Marketplace are shipped with an installation medium.

Usually that should work, but if it is allowed to install from a third medium (not that one that was shipped with the license) may depend on your license. Perhaps it is even possible to download an ISO from Microsoft.
