So, it appears that an ancient bug has risen itself from the grave. Since Slackware/Slax 13.1 thunar-volman-settings (aka 'Removable Drives and Media' from the menu) has failed to save preferences. I have to manually set up the commands I wish to run in ~/.config/Thunar/volmanrc, for example:
I examined the file while thunar-volman-settings was running and saw that all *Command lines are erased when the application exits.

Does anybody know of a patch that can fix this?

You're right! But I don't see anything in git that addresses this. Also, the newer version is 0.5.1, but it needs a newer exo than the one in 13.1, so no way to even test that for now.

Just checked it out, this was fixed in in Salix 13.2alpha1
