Folders not appearing in fresh install.

I installed Salix 13.1.2 in a desktop pc (with adequate resources). But what I noticed different from the laptop installation is that the new installation did not create all the subdirectories (Download, Documents, Pictures etc.) as it was created in the laptop installation.
Is it because that I installed over a previous /home directory in my laptop with the first release of Salix 13.0 circa Q4 of 2009?
Indeed, auto-creation of those sub-directories in home are preferred in a multiuser environment.
