Can I set Decimal Separator, Thousand Separator, Date Format in Salix XFCE 13.37 ?

By selecting your preferred language, default settings for separators for that language are applied. So you only need to select the correct language. Otherwise, you'll need to manually set some of the locale settings, probably LC_MONETARY.
