I install xfce4-time-out-plugin with gslapt.
And right click on panel, add ... and I don't see this plugin.

Works here. Are you sure it got installed? Try the following to verify it's installed

root[rich]# slapt-get --se xfce4-time-out-plugin
xfce4-time-out-plugin-1.0.0-i486-1lm [inst=yes]: xfce4-time-out-plugin (time-out plugin for the Xfce panel)
