Hello!
Salix 13.1.2 with all update.
Xfce4-xkb-plugin is crashes after showing in the notification area icons of other running programs.

Works fine here. This, along with your other problem with cheese shows that this is not a stock salix install. You have installed something outside the salix/slackware repositories that broke your system somehow.

This problem is solved in Xfce 4.10. Thank you Matthieu Luczak (ralvex)!
