I chose a different language system (English locale) and restarted it, after that Firefox has ceased to use the localization, although the language plug-in (Russian) installed and enabled.

Well, of course. If you have your system locale to english, firefox will run in english.

To run firefox in Russian while your system is in English, you have to create a wrapper that set the LANG variable before running firefox.
