i installed opera thus:

Log out and in again or call "gtk-update-icon-cache" in console helps http://library.gnome.org/devel/gtk/2.15 ... cache.html

A third option that i can imagine of is to restart panel(s) by context menu (but not tried either).
But I assume thenktor is right that the XFCE team has to fix it sometimes
