Is there a relatively easy way to install programs from .deb files?

There are a lot easier ways to trash your system if that's what you want to do.

Then let me rephrase the question. I want to install a less-barebones image viewer than Viewnoir. How do I go about doing this?

Try searching the Salix binary repository using Gslapt http://guide.salixos.org/311Gslapt.html#4_1_1 or the Slackbuild build from source repo using Sourcery http://guide.salixos.org/312Sourcery.html#4_1_2

Also, I'd suggest having a look at the Salix Startup Guide, link on the home page. The package management section (chapter three) is immediately relevant, but you may find other things useful too.

I'm using alien util for conversion to tgz or for installation of rpm or deb files.
