I'm using - for wireless - wicd and i am happy with (would be even happier with something like ceni - but unfortunately that's debian specific ).
So my question: is the network-manager or some parts of it needed or can it be safely removed?

Yes it can. I run Wicd and no longer have NetworkManager installed
