Themes and icons are allways a bummer
But as Pat says "as usual we had to get everything just exactly perfect, and you just can't rush that."
When we fix a bug, two more appear...
For me, RC4 is working good.

I wonder if there will be a program (script?) that lets user do the upgrade 14.2 → 15 without new installation.

I can easily make almost exactly the same distracting interface, with some almost white panel and the blue window top, but the best comes ...
I could easily make you a panel and the window top side only 18 Px tall, and you would have even more space on that 640x480 Pentium 1 powered beast. I'd even make you a very special 'SalMan' start-menu button!
And if this is also too tall, there's no problem to make you a 2 Pixel panel (s), BUT, there will be no icons on it, as the dust doesn't count as icon, and ONLY IF your ophthalmologist can make you appropriate trifocals -- for far, near, and for 'SalManIceWM' panel.
No joking -- I'll do it, if it helps you to get more space on that 1969 screen!
It even runs with less than 200 MB RAM, and with a lot of luck, even the Surf could start.

... but considering the panel height in your case, the original might be much more suitable.
Here, the brown GTK-theme is only set up, so one could see anything at all ...
With normal black theme, there are no window borders whatsoever, no mini-/maximize/close icons ... they appear only when one moves the mouse cursor over them, but one doesn't know where to poke when everything is #000000 ... Would work with 2 Px panels just as well.
