Running 13.1Beta. When checking the groups for a normal user using the User ad Groups tool, the "user" group is not checked.

It's not a bug, it's a feature!
Really, that's the way it's supposed to work. It might seem a bit confusing, but there is a distinction between the main group and other groups a user belongs to. Your user belongs to the "users" group by having it as a main group. If you select another main group, your user won't belong to the "users" group anymore. On the other hand, you can select to have the "users" group included in the "other groups", so your user will still belong to that group, even if you change his main group. That is even reflected in the system group files. Look in the /etc/group file and you will find that the "users" group has no members!
