Does the license allow re-distribution of the program?

But in skype home page, there are packages for ubuntu, fedora, debian,
opensuse.
Ubuntu 10.04 has skype in repos.
I made this package for some friends new to salix. They also use skype and
want to be able to install skype with slapt-get from salix repos.

You can ask for permission, but I don't think you'll get an answer.

Just put it into some password protected web directory. Then nobody should be able to complain and your friends having been told the password beforehand can download it.

I left only SLKBUILD and removed the other files in
http://people.salixos.org/djemos/salix-13.1/skype/ b/c of skype license.
So anyone can create the package.
