In older versions of HAL, the behavior was for the volume manager to show the old partition layout until the stick was removed and plugged in again - obviously not the best outcome, but much more reasonable than just crashing.
Again, FWIW, this applies only to partitioning the USB drive when it is not mounted. Partitioning while it was mounted would be pretty much guaranteed to cause problems, but IMO partitioning an unmounted USB drive should not crash anything.

More HAL hijinks: remove a CD without unmounting it first, and file managers will report it as still existing (and be unable to access it). The faux CD will persist until you log out.

Can't confirm, CDs unmount on disk ejection here without problems.

I think I've seen this recently too. Did some partitioning (don't know anymore whether I did something special). Removable devices disappeared in Thunar and gaprted wouldn't start anymore. On the console it told me that it assumed hal weren't running and really it was down so I had to restart.
