It's time to update Deluge

Deluge 1.3.1, the version in the SalixOS repositories, has some significant bugs, particularly in the way it handled trackers. I respectfully suggest that a bugfix update to 1.3.3 should be included in the repos.

FWIW, I took the Slackbuilds.org script and modified it to build a package for myself, but I don't believe Slackbuild.org scripts are quite up to SalixOS standards so I haven't contributed it. I then had to add it to my exclude list so that slapt-notifier, slapt-get and gslapt don't think the older package is an "upgrade". You'd think they'd recognize the higher version number but they don't.

I've also noticed some strange tracker behaviour after switching to Deluge (1.3.1) but I did not investigate this further. So now I've updated to 1.3.3, too. Also deluge-web depends on MarkupSafe, so this should be added to our repo anyway.

I did not have any problems, too. And it seems to work better with multitracker torrents. At least I think I have more upload of our Salix torrents
