Removing packages exclude
Can I delete the file if slapt-getrc several packages in a system may exclude the poor working after update?

Yes, decoding that post seems like a challenge... 
Perhaps the question is whether it's safe to delete the file:
/etc/slapt-get/slapt-getrc
If so, maybe the answer is that it would be safer to edit the file, or to replace it with a copy of:
/etc/slapt-get/slapt-srcrc.new
