Leafpad Character Coding

When trying to save a file in Leafpad the Character Coding is set to Curr
Locale (Ansi_X3.4-1968) under which it will not save certain files giving
error "Can't convert codeset to 'ANSI_X3.4-1968'".

I have then to change Character Coding to "UTF-8" and file will be saved.

How could I change the character coding in Leafpad permanently to UTF-8?

I don't think there is anything in leafpad to change that. You will need to change your system locale to a utf8 one.
