More things are coming out of the dark corners of my brain.
the HP tools like hp-setup may need your user to be a member of the sys group.
Salix has a lovely tool for managing such things (it's under system in my KDE menu, should be similar for XFCE)
Alternatively, now that hp-setup has found the bits and pieces, you can probably set up the printer directly in CUPS, using the hp:/ line and the .ppd file.

That was the missing info. I had already checked to make sure the user had appropriate permissions, but wrongly assumed the printer was controlled by either "plugdev" or "scanner".
