Has anyone found a solution for this usb issue?
Is it a kernel bug?
OR is a higher version of the kernel the answer?

Re: USB ports do not appear to function after LILO
I do not understand.
What makes you think that the USB ports do not function?
How do you see that?
What command did you type to check?
In what respect is it related to lilo?
Hopefully your answers will help us help you.
PS: to clarify: I ask these questions because you are not the original poster of this thread. Do you encounter exactly the same issue as has been reported by cavit8?
