I am wondering on 2 packages which always come up when running gslapt updating or installing something new. Both packages are related to "settings" and both are on the list of excluded packages.
What is behind that?

You're probably talking about the default settings for root and users. The user settings get copied to the user's home dir, everytime a new user is created. The root settings are directly stored in root's home dir (/root).
If you don't have changed the root settings yourself it should be save to upgrade them, but better ask gapan: He knows why he has marked these packages for the "exclude list".
