Brasero in versions 14 Salix OS is not disabling the plugins.
When I disable the plugins and open the program they are enabled again.
Note: tested on Salix Xfce 14.0.1 and 14.0.1 Salix Xfce Live beta 2, the plugins are: checksum file, checksum image, file downloader and normalization.

Not a bug. It's because you're using the default gsettings backend. You need dconf to actually store settings.
