( IPv6 AT&T Internet Service. )
New install, wiped the drive, did a full install. ( SalixOS, x86 / 32bit, XFCE desktop, v14.1 ).
Troubleshooting :
The correct network driver module had loaded.
-wicd- ( the daemon ) had started.
-dhcpcd- had NOT started.
The GUI for -wicd-, ?ndisgtk? would trigger -ifconfig- but never -dhcpcd-. ( eth0 would come up but never connect for DHCP )
If -wicd- does not use -dhcpcd- for IPv6, -wicd- is the problem instead.
Workaround :
give root a password.
use -su- in a console, to start -dhcpcd-.
use gslapt to install -NetworkManager- and the -network-manager-applet-.
use services GUI to kill -wicd- and enable load of -NetworkManager- ... or the console for the geeks

use gslapt to uninstall -wicd-.
restart the system.
connects with no problem now.
