You have deleted your panel. If you want to recreate it, you just have to start over from scratch. Add a new panel and then add items to that panel.
Or create a new user account and switch to that account.

Well, I almost recreated it, only one thing is missing, general launcher for list of application aka menu of applications (that thing in left corner on that panel).
So can you please tell me the name of that command?

There is no command. You right click on the panel, select to add a panel item and from the list you select the menu applet.
